Oleksandr Omelchenko born on 9 August 1938 in Vinnytsia. He is a citizen of Soviet Union and Ukraine. Oleksandr Omelchenko was educated at Kyiv National Economic University named after Vadym Hetman. He obtained Candidate of Technical Sciences. He died on 25 November 2021 from a 2019-nCoV acute respiratory disease at age 83 years, 3 months.

On 18 November 2021, Omelchenko was admitted to hospital after being infected with COVID-19 that had caused a lesion of the lungs. Omelchenko died aged 83 on 25 November 2021.
