In the 1960s, Paavola joined the Social Democratic Party of Finland and quickly rose through the ranks. He was elected to the Finnish Parliament in 1966 and served as a member for over 20 years. During his time in office, Paavola was a strong advocate for workers' rights, environmental protection, and gender equality.

Paavola was also a vocal opponent of nuclear power and played a key role in the movement to prevent the construction of nuclear power plants in Finland. He was a founding member of the Finnish Anti-Nuclear Association and worked tirelessly to raise awareness about the dangers of nuclear energy.

In addition to his political work, Paavola was also a respected lawyer and served as the chairman of the Finnish Bar Association from 1980 to 1986. He was known for his integrity, intelligence, and unwavering commitment to justice.
